It would seem that the hurry of the authorities should have been joyful given the realities in which Armenia lives, but the whole point is that it will actually come to life not in the usual environment or conditions, but in all of the risks inherent in Norrkavia. with consequences.

What could be the consequences? There is a great risk that the authorities may be tempted to pursue the relevant law primarily for their own political interests in the face of political opposition, agony, and criticism of the authorities in general. The authorities' positions are in fact weak, and although they seem to be threatened today, it is beyond doubt that Pashinyan's power may be shaken after real alternatives emerge, given the plethora of unfulfilled promises and public sensitivity to them. In these circumstances, the authorities have no choice but to enrich their own arsenal and to promote their own agenda by speculating on the name of reputable international institutions.

On the other hand, given the realities of recent decades in Armenia, it should be noted that many or almost all may be in a vulnerable position, regardless of their political views.

The point is that Armenia is a country where the real data on income or property has usually been concealed and has not been reported. Armenia is a country where, for example, the vast majority of workers have never received more than 60,000 salaries in paperwork, being a registered worker, and so on. To say the data on income, turnover, and what was reported to the state for many years and decades by the overwhelming majority of citizens was falsified, this is how Armenia lived, and that was considered normal. If the authorities, citing, for example, the experience of developed countries, are now trying to develop and implement such laws, then the next question arises as to who will apply such laws. On everyone? But in that case it may turn out that 90% of my nation is a criminal or a fraudster and should be sent to prison. And what about the 3 million you can't arrest and make the fortress violent? And here's the real risk. The authorities will, one way or another, have to selectively carry out their steps, with great temptation to direct those steps to the politically risky entities they consider. They will only remember the existence of the law when it needs it, when its political need is truly felt, and when defeated in a debate, the authorities will have no choice but to remind the practical dimension of who and who owns the situation in Armenia.

Demanding that people in Armenia by the force of the law reversing evidence of the legal origin of their income or real estate, would mean total blackmail to the greater part of the population. And so the diligence of the authorities to quickly enforce such laws is explained solely by political motives, on the one hand, to avoid unnecessary competition, on the other, for at least part of the people.
